    • The Sheriff administers plans, organizes, integrates and directs the activities and personnel of the Sheriff’s Office and the delivery of law enforcement / correctional services and programs.

    CAPTAIN

    COMMANDER, SPECIAL OPERATIONS DIVISION, MARCH 2015 TO DECEMBER 5, 2022 / APRIL 2010 TO MARCH 2012

    • Responsible for management and operations of the most diverse division of the Sheriff's Office.
    • Division functions include training, counseling, crisis and critical incident management, event planning, policy development and implementation, budget development and presentation, accident reconstruction, traffic enforcement, child support enforcement.community outreach and policing, civil process, court security and grant proposal and management.
    • Plan, coordinate and monitor all daily operational and administrative activities.
    • Supervision of sworn, corrections, civilian and volunteer staff.
    • Research, prepare, update and develop policy and procedures.
    • Develop, coordinate and implement emergency plans for law enforcement response to man made and natural disasters.
    • Develop, research and implement staff training and readiness exercises.
    • Initiate transfers, promotions, performance evaluations, discipline and other related personnel activities.
    • Ensure test, evaluation, purchase and deployment of several types of equipment essential for operational effectiveness.
    • Policy and Procedure development.
    • Chaplain Corps training and administration.
      • To assist with critical incident debriefing and counsel services for employees and community.
    • Maintain School Memorandum of Understanding with the Superintendent of Schools and Sheriff.
    • Ensure K-9 training enhanced with two members of the agency becoming respected trainers on an international level.
    • Oversee agency training.
    • Author annual traffic pattern analysis and fatality reviews
    • Author annual court house and other critical infrastructure security reviews.

    COMMANDER, PATROL DIVISION, MARCH 2012 TO MARCH 2015

    • Command and direct operations and administrative functions of the largest division in the Sheriff's Office.
    • Develop and prioritize budget to maintain fleet, manpower, equipment and training needs acquiring cutting edge science and technology.
    • Direct supervision to concentrate manpower strategically to identify crime patterns and trends, in an effort to eliminate them.
    • Liaison for emergency communications, fire, rescue organizations and hospital to ensure collaboration and quality emergency services.
    • lead community meetings to address concerns or complaints.
    • Outline crime statistics and enforcement efforts to establish partnerships and encourage vigilance and participation with the public.
    • Review and recommend approval or denial of special recognitions and awards for the agency.

    ACTING CAPTAIN

    COMMANDER, SPECIAL OPERATIONS DIVISION, OCTOBER 2009 TO APRIL 2010

    • Elevated to "Acting Captain" for Special Operations Division while holding rank of Lieutenant.
      • Assignment included all duties and responsibilities of the Special Operations Division Commander as outlined above, in addition to Acting Commander duties.

    LIEUTENANT

    ASSISTANT COMMANDER, SPECIAL OPERATIONS DIVISION, FEBRUARY 2008 TO OCTOBER 2009

    • Emergency Services Team, 1999 to present
      • Team Commander
      • Approve, Activate and coordinate personnel.
      • Develop tactical strategies for high risk search warrants, hostage/barricade situations and dignitary protection.
      • Conduct operational briefs and delegate assignments.
      • Evaluate risks and threats, analyze intelligence and hold debriefs for operational critique.

      • Research and procure equipment to improve safety and operational effectiveness.

    • Review, approve and schedule criminal polygraphs and agency applicant polygraph requests.
    • Oversee quality control of the PEU.

    SERGEANT

    ADMINISTRATIVE SERGEANT, 2007-2008


    • Review reports for crime patterns and disposition.
    • Review and approve all internal written directives.
    • Created daily "hot sheet" to update Command Staff of significant events.
    • Managed Field Training Program to minter progress of new deputies.
    • Conducted and reviewed administrative investigations.

        • Selected as first agency Police Information Officer.
        • Established single source communication and fostered a positive, professional relationship with the media.
        • Conducted news conferences with local and national press.
        • Created PIO operating policies and procedures still in use today.

      VICE NARCOTICS DIVISION, 2005-2007

      • Supervised joint unit of troopers and deputies.
      • Sole responsibility for narcotics funds in excess of $60,000.
      • Authored new leases and contracts for covert locations and vehicles.
      • Directed asset forfeiture, maintained confidential information files and approved operational plans.
      • Member of federal task force.
      • Managed surveillance teams during first federal Title III wiretap investigation in St. Mary's County.
      • SUPERVISED detailed vice narcotics investigations utilizing informants, surveillance, & search/seizure warrants.
